DCA surpasses e-Government objectives ahead of deadline

Dubai Department of Civil Aviation has e-enabled 93 per cent of its services surpassing an e-Government target almost a year ahead of schedule, HH Sheikh Ahmed Bin Saeed Al Maktoum, President of DCA and Chairman and CEO of Emirates Group has announced.

Sheikh Ahmed noted that according to the e-Government schedule set by HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, 90 per cent of e-Services completion and 50 per cent of services transactions (usage) are to be achieved by the end of 2007.

'Not only has the DCA completed the task of putting 93 per cent of its services online, we have also been able to achieve an unparalleled services transaction record of 98 per cent. This shows the DCA's commitment to the e-Government initiative, and is a clear indication of our drive to use the best available technology to maximise customer convenience and enhance organisational efficiency,'

Sheikh Ahmed said. He said that the main objective of DCA's efforts in this direction was to comprehensively develop Dubai International into a Smart Airport.

Earlier last month, Sheikh Ahmed met with top delegates from Dubai e-Government, including Salem Al Shaer, Director of Electronic Services, and Rehab Lootah, eServices Provisioning Manager, and DCA's IT Director, Ghanim Al Falasi. The purpose of the meeting was to discuss quality standards and criteria and a rundown on the achievements of the Department in this regard.

The Dubai International Airport portal provides around 15 types of services. Each one of the primary services has sub services, so the total number of completed e-services is 81. Some new services, including the Airlines Operations Data System, New DCA Careers Website and DCA Voice Portal, were launched during GITEX 2006.

'The number of services that has payment is around 56, out of a total 29 services are fully online, while 27 services are partially online with electronic payment. Our highly secure infrastructure for payment transactions guarantees online, real-time money settlements using various methods like Visa and eDirham,' said Ghanim Al Falasi, Director of Information Technology Department.

Al Falasi noted of the total 81 e-Services, 75 are online registered while six are offline registered. 'With a total of 24 e-Services, the Airport Pass Management System has the highest electronic services, followed by Weather which has 23, Parking with 15 and six for Airport Driving Permit. There are two services each for Ahlan and Al Majlis Reservations while one e-Service each for Flight Notification, Flight Tracking, Executive Flight and Official Group Visitors,' he said. The offline e-Services include Cargo Renting and Cargo Car Park, he added.

'By the third quarter of 2006, DCA recorded 98% for the e-Enablement, with 199,304 out of a total of 201,604 transactions for the quarter being completed electronically. The total number of transactions carried out electronically during the last two years stands in excess one million,' Al Falasi said. He added that the DCA will not only convert the few remaining services to electronic form in due course but will continue to work on enhancing the quality of all e-Services.
