E-Gov World Portal March 2006

The announcement of the National e-Governance Action Plan by the Government of India has given a fillip to the initiatives in this area all over the country. To meet the pressing demands of this crucial sector, we need to put in place several institutions, frameworks and mechanisms that are aimed at building the capacities within Governments and outside. One such possibility is through making the knowledge on e- Government widely available to those who need it. The concept of creating and managing a Knowledge Portal on e-Government derives from this pressing requirement. The eGovWorld Portal has been conceived of in this context.

The eGovWorld portal is lead by the Department of Information Technology, Government of India and supported by UNDP through ICTD project. NISG is providing the conceptual and administrative support for the project. The portal aims to be the first site of reference on e-Government globally by providing a single window interface for sharing ideas, resources and opportunities. eGovWorld is a service available on the Internet in order to improve the communication between citizens and businesses on the one hand, and the e-Government institutions on the other hand.

Key features of eGovWorld

1. Easy access to worldwide information in all areas of e-Government.

2. Comprehensive information about varied experiences in the conceptualization, planning, implementation and management of e-Government projects at the local, regional and national levels.

3. Thrust for Capacity-building in e-Government resource and knowledge management.

4. Demand-driven and interactive two-way provider of information and e-government knowledge network

5. Ensured speed and certainty of providing the services through enforcement of a Service Level Agreement with the selected Partner.

To fulfill its vision, the eGovWorld space shall be divided into three areas � Knowledge space, Business space and the Learning space. Each of the areas will focus on the following objectives

Knowledge Space

  • Create a comprehensive and well-structured knowledgebase on e-Governance projects
  • Create a comprehensive and well-structured knowledgebase on Technology aspects of e-Governance
  • Create a repository of Architectures, Standards, Policies and Frameworks relating to e-Governance

Business Space

  • Create a platform for collaboration and consultation with / between technology leaders and Governments
  • Act as a Focal Point of information on Business Opportunities in the e-Gov sector

Learning Space

  • Act as an instrument / institution of capacity building through online training and e-learning
  • Spread awareness of e-Governance among the Citizens and Businesses
  • Promote Research and Development in certain niche areas of e-Governance

  • Issue of RFP: 9 March, 2005
  • Pre-bid Conference: 23 March, 2005
  • Last Date for submission of bids: 20 April, 2005
  • Bid opening Date: 20 April, 2005
  • Opening of technical bids: 22 April, 2005
  • Bid evaluation: 18 May, 2005
  • LoI issued to NIIT-Reliance Infocomm Consortium for executing the project: 28 th September, 2005
  • Kick off meeting for the portal: 07 September, 2005
  • Brainstorming workshop on Content Taxonomy, e-learning courses and Marketing plan for the portal at NISG Hyderabad : 24-26 October, 2005
  • Agreement signing between NISG and NIIT: Expected to happen in Mid-December
  • Proposed Launch date for the portal: 06 march, 2006
